You have TRICARE through your veteran's retirement
TFL or standard TRICARE coverage for qualifying military retiree spouses. TRICARE For Life specifically requires Medicare enrollment. See the TFL guide for your situation.
You have CHAMPVA through your veteran's disability or death
CHAMPVA covers qualifying spouses of 100% P&T veterans or those who died of service-connected causes. At 65, Medicare becomes primary and CHAMPVA shifts to secondary.
You have neither TRICARE nor CHAMPVA
Your veteran's VA coverage does not extend to you. You navigate Medicare as a general T65 beneficiary, making your own enrollment decisions independently.
Spouses of military retirees may be eligible for TRICARE coverage — potentially including TRICARE For Life when the spouse becomes Medicare-eligible.
TRICARE For Life eligibility for spouses depends on the veteran's retirement status, length of service, and whether the spouse has their own Medicare eligibility. When a TFL-eligible spouse turns 65, the same Part B enrollment requirements apply to them as to the veteran.
If you have TRICARE For Life eligibility as a veteran's spouse, the same rule applies as for the veteran: Medicare Part B enrollment is generally required to maintain TFL coverage.
CHAMPVA may be available to you if your veteran is 100% Permanently and Totally Disabled due to a service-connected condition, or if your veteran died as a result of a service-connected condition.
When you turn 65 and become Medicare-eligible, Medicare becomes primary and CHAMPVA shifts to secondary. The combination of Medicare + CHAMPVA can provide strong coverage — but requires correct enrollment decisions at 65.
For details on how CHAMPVA and Medicare work together, see the CHAMPVA guide.
If your veteran has passed away, your benefit eligibility may have changed. CHAMPVA and TRICARE eligibility for surviving spouses depends on:
· The cause of death (service-connected or not)
· Whether you remarried (and when)
· Your own Medicare eligibility status
Medicare enrollment decisions for surviving spouses often come with emotional weight and added complexity. Planning ahead — or getting guidance quickly — matters more here than in almost any other situation.
Navigating this as a surviving spouse? We work through these situations with care.
This is a distinction that matters practically: a veteran's Medicare enrollment does not cover their spouse. Your Medicare decisions are separate from your veteran's.
Your own Initial Enrollment Period opens three months before your 65th birthday. Your own coverage decisions — Medigap, Medicare Advantage, Part D — are yours to make.
Your veteran's VA coverage does not protect you from Medicare late enrollment penalties. See our SEP guide for what does — and doesn't — count.
For veteran households where both members are approaching Medicare eligibility, planning together is worth the time. Your situations may be related — shared TRICARE coverage, complementary decisions — but they're legally and financially separate.
A single call with a licensed agent who works with veteran households can map out both situations at once and identify any coordination that makes sense.

In most cases, VA healthcare does not extend to spouses. CHAMPVA and TRICARE are separate programs that provide coverage for qualifying spouses — but VA healthcare itself is for the veteran.
Spouses of military retirees may qualify for TRICARE coverage. The specific eligibility depends on the veteran's retirement status and your household situation. Contact TRICARE directly or talk to a licensed agent to confirm.
It may. CHAMPVA eligibility for spouses depends on the veteran's service-connected disability status. If your veteran is 100% P&T due to a service-connected disability, you may qualify. The VA's CHAMPVA program office can confirm your eligibility.
The impact on coverage when a veteran passes depends on the cause of death, service-connected status, and your own age and Medicare eligibility. This is an important conversation to have while your options are still open.
